Effective December 1, 2015, North Carolina General Statute 14-404(e1) requires applicants to sign a release of court orders concerning mental health and capacity for pistol purchase permits.

You MUST come in to the Sheriff’s Office within five (5) business days after you have completed the online portion of the application. Your application process will not begin until this final step has been completed.

Due to the increased number of applications for pistol purchase permits (PPPs) and the change in the law that took effect on December 1, 2015, which requires mental health checks be sent to the Clerk Of Courts (COC) Office as part of the PPP background check, those applying for a PPP may find it is taking longer. I would like to thank you for your patience during this transition and assure you we’ve taken steps to improve the process. However, the Sheriff’s Office is required to approve or deny within 14-calendar days of the Sheriff’s Office receiving a completed PPP application. With the increased volume of permits, we are having difficulty achieving the 14-day deadline. I am committed to processing PPP applications completely and thoroughly to ensure a PPP isn’t issued to someone who is later determined to have a mental health prohibitor to having a PPP. I have authorized additional overtime and are utilizing other resources to meet the increased demand. Again, we appreciate your patience regarding this.

Just like the PPP delays addressed above we are also experiencing extremely long delays in receiving the mental health checks from the Clerk of Court because of the increased demand. We apologize in advance for the delays and appreciate your patience.

-Sheriff Irwin Carmichael
